One of the many reasons why a lower denture never fits is that the dental ridge that it is saddled to shrinks 3 times faster than does the dental ridge on the upper.  The net result is a smaller and smaller ridge.

The Tongue is in the way!

Yes... the upper denture has a palate in which to gain some type of suction on.  On a lower denture the final form of the denture looks closer to a horse shoe than anything else.  This allow the denture to slide back and forth and mostly create denture sores.

Two dental implants "may" be the key

Two dental implants on the lower ridge may be the key.  Sometimes more complicated engineering is needed but for many it gives very satisfactory results.  Two dental implants may decrease the rocking and sliding of the lower denture.
